The Bachelor's degree in Public Management program aims to provide a multidisciplinary approach to Canadian and Quebecois public management, taking into account the evolving expectations of citizens, political personnel, globalization, and the development of public-private partnerships. The program recognizes the upcoming significant changes in the Canadian and Quebecois public and para-public sectors due to the mass departure of thousands of individuals in all professional categories and job positions.
To prepare future public management professionals, the program combines various aspects of management sciences (such as management, human resources, project management, accounting, etc.), as well as economic studies, urban studies, political science, and law (public purposes, study of processes, legal, economic, political, and international contexts).
The first year of the program focuses on fundamental training in political science and management sciences. In the second year, students deepen their foundational knowledge and choose from a wide range of elective courses based on their personal and professional interests. These options include topics such as human resources management, regional and municipal administration, international organizations, modern languages, etc.
In the third year, students have the opportunity to apply their theoretical knowledge through a professional internship or a synthesis activity that may lead to further studies if desired.
The overall objective of the program is to train professionals in public management who can understand its specificities. It is designed for individuals who wish to pursue a career in administrative responsibilities, as professionals, senior or middle managers in public organizations, including government ministries and agencies, regional and municipal administrations, schools, and healthcare institutions.
To achieve this objective, the program offers a multidisciplinary approach to public management through diverse courses in organizational and human resources management, public administration, economic analysis, public policy analysis, and administrative law. It aims to develop a comprehensive understanding of the main challenges in public management, fostering versatility and the necessary skills to assess recent developments in public management within the framework of new public management. The program is designed to facilitate the integration of public management professionals into both federal and Quebecois public and para-public sectors.
In addition to training professional public managers, the program also prepares students for further studies in public management at the graduate level.
The program is offered jointly by the School of Management Sciences and the Faculty of Political Science and Law.
